Report Designs for Managing Organizational Performance

Introduction

The Workforce Investment Act (WIA) and many related programs such as Welfare-to-Work (WtW) and Temporary Assistance for Needy Families (TANF) have stringent performance requirements. Managing to these performance outcomes has increased the need for performance reporting systems that help managers and staff make informed decisions on a month-to-month and quarter-to-quarter basis, support continuous improvement efforts, and assure stakeholders and funders that the program is achieving quality outcomes in response to customer need.

Why build a Performance Management System?

This packet contains samples of some of the report formats for an array of performance measures developed by the Charter Oak Group, LLC. These reports have been designed to calculate and display performance data on measures selected by the client as part of the development of a comprehensive performance management system. The samples are based on measures primarily relevant to WIA, but similar approaches can be used in any program or one-stop system in which quality services and accountability are the primary focus.

How to get there?

If you accept that consistent measurement is essential for managing the performance of your own organization and that of your contractors, then you must determine how to develop the measures, how to connect them to your data systems, when and how to report the information effectively, and how to build the commitment and capacity within the organization to use the measures consistently. Below is a diagram that illustrates the process The Charter Oak Group has developed to lead organizations through the identification and development of their own measurement systems.
